There are a few ways we could do this. One way is to mark the number line with the values: 25, 26, 27, 28, 29, 30

The most important values are 28 and 29. This is because 28.3 is between those two endpoints. This represents 28.3 thousand aka 28,300

From here, we round 28.3 to the nearest whole number to get to the value 28 which represents 28 thousand or 28,000

This means 28,300 is closer to 28,000 than it is to 29,000
