y=3x+11

Explanation:

y= (-2/3)x + b, plug in y=-8 and x=3 and solve for b

-8 = (-2/3)(3) + b

-8 =-2 + b

b = -6

y=(-2/3)x -6 is parallel to y= (-2/3)x + 4 and goes through the point (3,-8)

-2/3 is the slope of the line. slopes have to be the same for parallel lines

-6 is the y intercept. The same line shifted down by 10 units, from 4 to -6
