The most important power of Congress is its legislative authority; with its ability to pass laws in areas of national policy. Most of the laws which are passed down by Congress apply to the public, and on some cases private laws. The Constitution specifically grants Congress its most important power — the authority to make laws. A bill, or proposed law, only becomes a law after both the House of Representatives and the Senate have approved it in the same form.
