Neither.

Parallel lines have the same slope, while perpendicular lines have negative reciprocal slopes (multiplying their slopes result in a product of - 1). The negative reciprocal of 4 is -1/4, and the negative reciprocal of -4 is 1/4.

Since the slopes of both lines are not the same, and that they are not negative reciprocals, then the correct answer is neither.
