3) In September 1786 Shays starts a protest because he is made because he is mad at the state for taxing him. In November some protesters get arrested, in January 1797 the state seeks help from Congress but Congress doesn't have enough power to help. And in February 1787 the rebellion is finally stopped. From May 25th to September 17, 1787, the Constitutional Convention is held to revise the Articles of Confederation because of Shays Rebellion. Instead, a new constitution is written.

2. Weaknesses of the Articles of ConfederationEach state only had one vote in Congress, regardless of size. Congress had not have the power to tax. Congress did not have the power to regulate foreign and interstate commerce. There was no executive branch to enforce any acts passed by Congress.
3. Also known as the Ordinance of 1787, the Northwest Ordinance established a government for the Northwest Territory, outlined the process for admitting a new state to the Union, and guaranteed that newly created states would be equal to the original thirteen states.

Shays' Rebellion was an armed uprising in Western Massachusetts and Worcester in response to a debt crisis among the citizenry and in opposition to the state government's increased efforts to collect taxes both on individuals and their trades. The fight took place mostly in and around Springfield during 1786 and 1787.
