What was the rogues gallery and what was its importance?

Rogues gallery was a collection of criminal's mugshots and psychological profiles of all the criminals that were could. This was the Higgins of what would now be called a criminal database, which helped local law enforcers spot criminals since it was so easy for they to move towns and change their names.
