The best choice is 3,910 ÷ 25 is 250

To figure this out, we can cancel the options that don’t work:

- 2,500 isn’t a power of 10 so we can forget that

- 25 is a power of 10, and is less than 3910

- 250 is a power of 10, and is less than 3910

- 25000 isn’t a power of 10 and is way too large

Since 250 is larger than 25, it is the better choice for the first number to subtract.

We can plug 3,910 ÷ 25 in a calculator, giving us 15.64. Now, we could subtract 15.64 × 250 from 3,910 (which is 0, meaning we are correct)
