The answer is 2.1

Explanation:

To find:

X = number of chips per cookies

Now use the Poisson distribution.

Now, starting from 0 make add four equations like below.

P(x = 0) + P(x = 1) + P(x = 2) + P(x = 3) = 0.021

After this multiple it by 100

And you get 2.1!

Therefore, the answer is 2.1
