4x10^5 outside of scientific notation is 400,000, and 2x10^4 outside of scientific notation is 20,000, so you can just devide 400,000 by 20,000, getting 20. Thus you can conclude that a blue whale is 20x heavier that an orca.

Orcas, or killer whales, are natural predators of sea otters. It has been observed that in regions where the sea otters are not present, sea urchins grow rapidly and destroy much of the natural kelp vegetation.
