My answer(I did the test): I refute the authors claim. The chart clearly shows that at the end 16 year olds and 17 year olds are both at the same rate if likeness of committing a moving violation. The least likely to commit a moving violation during the first 8 months is the 16 year old and 6 month drivers. You can find a more accurate answer by adding up all the percentages for each age and then divide it by 8 (months), this number is the overall percentage for the 8 months.
