This means scale factor 1/2 as PQRS is dilated and will become smaller than itself. When a subject refers to itself being the start point it will be equal to 1 in scale of itself. Then to make something smaller it will have to be a fraction as anything smaller than 1 is a fraction of itself.

Here, you just count how smaller and the inverse of 1/2 is 2 but we know PQRS becomes 1/2 when translated to P'Q'R'S
