y- 4 = (x+3); (-7,8)

The correct answer is C.
First plug in (-7,8) and see that it only satisfies C and D.
The slope of the original line is 5/2, which has a positive slope. The perpendicular line must have a negative slope, so between C and D the correct answer is C
