Which is the most effective way to evaluate whether adding a ramp in front of a school solves a problem?

Answer 1) If you mean a like derby fictional ramp, the I’d say drive a bus right into it, that should do the trick. Just make sure there’s students inside while you’erect doing it, helps the process.

Answer 2) If you’re being serious, and mean a regular release ramp for kids to be dropped off at then you can view it as a roundabout. There are no stop signs/lights, or anything to really make it so that traffic slows completely. It helps it in fact, as people can simply drop off their kid and go around the “traffic” that may pop up at time to time.
