The initial and final current are both zero because direct current does not pass thru a capacitor:

Current thru a capacitor is described as:

i = -E/R e^-t / RC

When switch is first closed t = -0 and i - E/R = -9/10 = -.9 amps

Perhaps this is what was meant by "first closed"

As t goes to infinity i, in the circuit goes to zero
