A shirt was originally priced at $70. The store is having a 40% off sale.

If you are trying to find the price of the shirt afterwards then you would take the price before ($70) and multiply it by 0.4 or 40%. That gives you 28 which is 40% of 70. Finally you would subtract 28 from 70 to get the final price of the shirt which is $42.
