In 2004, the Committee wrote and Congress passed the Intelligence Reform and Terrorist Prevention Act, legislation encoding most of the recommendations of the 9/11 Commission. Since then, the Committee has overseen implementation of that legislation and monitored the information sharing among, coordination with, and cooperation of the federal government's various intelligence agencies. The Director of National Intelligence was created as part of the 2004 legislation to oversee and coordinate the intelligence community. The National Counterterrorism Center was created to be the central intelligence clearing house for all intelligence agencies. The goal of these reforms was to provide a structure that would allow the government to "connect the dots" - in other words, put pieces of intelligence gathered by various agencies together to form a whole picture.
