a) 10.67 is 10 67/100 because .67 is in the hundredths place so it is 67/100

but you also have a 10 before it. If a mixed fraction is all you need, then the answer is 10 67/100. If you want it as a fraction alone then you multiply 100 by 10 (100x10)= 1000 then you add 67 (1000+67)=1067 then you divide by 100 (1067/100)

b) 0.7 = 7/10
