C is irrational since the rest are fractions and whole numbers

So it's irrational. You can find out which decimal are irrational by seeing if they end or if they repeat with a number. 2.9 terminates, 17 terminates, and 3/11 (0.2727...) doesn't terminate but repeats, so they're all rational
