Answer: x = 2 OR 3

Explanation:

I haven't done this maths in a long time but when you look at this symbol < just imagine it's crocodile's mouth. The crocodile likes bigger meals (the bigger number which is 3). So, if you do 2 - 1 = 1 or 3 - 1 = 2, both 1 and 2 are smaller than 3.
