Yes because it would take the dog twenty five with (0.8 miles per minute) minutes to reach the cat at basking and it would take the cat 25 minutes (0.6 miles per minute) to reach the fence the reason they take the same amount of time to reach despite the dog having more distance to cover is because the dog could go faster then the cat.
