Read these lines from the end of Walt Whitman's poem "When I Heard the Learn'd Astronomer":

In the mystical moist night-air, and from time to time, Look'd up in perfect silence at the stars.

Answer: It's alliteration.

Explanation: Well, it's not a simile because there is no comparison being made, it's not a rhyme because nothing in those lines rhyme, and it's not personification because nothing nonhuman is having human qualities. It can only be alliteration. It's alliteration also though because "time" is repeated twice in the line "from time to time".
