when multiplying fractions you can make a diagonal line going from one of the numerators to the opposite denominator. if both numbers are divisible by the same number you can simplify them, in this case you have 12 and 4 which are both divisible by 3. after you divide the two you get a new equation which you can then multiply the numerators and then the denominators.
