In order to achieve these ideals, in 1996 the government created the South African Schools Act. The main objective of the Schools Act was to provide for a uniform system for the organisation, governance and funding of schools. Public education is funded by the government through a pro-poor funding model. This means previously black schools receive more funding from the government than former white schools.
