Slope intercept form is usually write as y = mx + b, where m is the slope, b is the y-intercept.

(-6,3): -6 is the x, 3 is the y.

To solve b, we plug in x, y and m into the equation:

y = mx + b

3 = (2/3)(-6) + b

3 = -4 + b

7 = b

Then we plug m and b in, we get:

y = mx + b

y = (2/3)x + 7
