what do we need to do to bring that ratio to a fraction that bases on 1 hour instead of 1/3 hour ?

right, we need to multiply to and bottom by 3.

750×3 / 1×3/3 meters/hour = 2250 / 1 meters/hour =

= 2250 meters/hour = 2.25 km/h

(by using 1000 meters = 1 kilometer).

so, logan's average swimming speed was 2.25 km/h

Mila swam 2/3 × 750 meters in 1/4 hour.

that is

2×750 / 3 meters in 1/4 hour.

1500 / 3 in 1/4 hour = 500 meters in 1/4 hour.

what do we need to do to bring this ratio to a fraction based on 1 hour ?

we need to multiply top and bottom by 4.
