Explanation:

First, you must locate the thousands place. I'm not entirely sure how to describe where it is, but with 9,748 the number in the thousands place is 9,000. Then you must see if the number in the hundredths place, or after the 9, is at 5 or above. If it is lower than 5, you round down, and you get 9,000. Since it is above 5, you round up, and you get 10,000. Hope I explained that well! :)
