y > 2x - 1

Explanation:

the first thing we see in the graph is the dotted line. so, the line itself will not be included. therefore, no "<=" or ">=", but there was none in the answer options anyway.

then we see the shaded area is "above" (in tendency) the line. so, we are talking about a "y > ..." inequality.

then we see the y-intercept (the y value when x=0). it is -1, but all the answer options have "-1" as y-intercept. OK.

and then we see the slope of the line. when checking after (0, -1) the next point on the line with whole numbers as coordinates, we find (1, 1). so, while x increased by 1, y increases by 2. so, the slow is "y change"/"x change" = 2/1 = 2

so, in total, we are looking for the line

y = 2x - 1

and to cover the whole area above the line (but without the line) we get then

y > 2x - 1
