m is the gradient and c is the y intercept

you already know the gradient to be 3 since the line is parallel. so, let's just imagine you are standing on the point -4, 1

for every 1 step you move on the x axis, your y value will increase by 3

thus your y intercept will be -4 + (1x3) which is - 1

by substituting the values you have just gotten, you will get your answer
