Answer:

C because not wearing your seatbelt is extremely dangerous in a moving vehicle. In a crash, you could fly through the windshield, break something on the airbag's impact, etc.

Reasoning:

It's not A because if you're going on a date with someone and they don't tell you the destination, they're most likely just planning a surprise or something.

It's not B because most strangers probably won't hurt you in a public place. Yes, talking to strangers isn't recommended unless necessary, but not every stranger plans on hurting you.

It's not D because it's literally a language. I don't really think many people would attack you because you don't feel like learning a new language. Not a lot of people deliberately pick fights with people who refuse to learn a language, if any.
