Most likely yes... there is a problem in the way you asked your question ...

if the question is
y = ( (-4)/(5)) x then the answer is yes and the constant is -4/5's

If by some chance the actual question is
y = (-4)/((5x)) (you can not tell by the way y0u presented tis problem.. then the answer would be NO it would be "inverse" relation
