You would graph the line as you normally would. Use the line as a boundary, meaning that y can equal the output of 2 or be less than the output of 2. So therefore, for example, if y=-4, then -4 is less than 2, so the line y=-4 would be a solution to the equation. The shaded area contains all the lines on the y-axis that satisfy the equation.
