Hi I'm happy to help!

To solve this, we can do the inverse of what this is asking.

Original: _×2=-3

Inverse: -3÷2=_

We can solve the inverse operation in order to get our answer.

-3 split into two groups gives us 1
(1)/(2), we can also write this as
(3)/(2), or 1.5.

I hope this was helpful, keep learning! :D
