Inequality:
150 + 1.50x \leq 200

Explanation:

200 dollar budget.

-150 for a one-time fee.

50 dollars left over.

50 divided by 1.50 equals 33.333

It is impossible to have 0.333 of a person, so you round down because John cannot afford 34 people.

So the answer is 33.
