This case ruled that students must have the right to a hearing of some sort before being suspended from school because being suspended without a hearing violates the due process clause of the 14th amendment.
What happened is that 9 students from Ohio were suspended for misconduct without a hearing. Led by Dwight Lopez, those students filed a lawsuit against the Columbus school district.
Norval Goss was the man that represented the school district as he was the director over pupil personnel, so he basically had to defend the principals in this case.
