The way I see it
They are a community who practice a special religion. In this religion, it is much different than ours. Women have to hide their hair with hijabs. Only their family, brothers and sisters are allowed to see their hair. This is simply part of what they practice. I do not think Muslims are terrorists, just simply people who practice a religion that is different than ours.
