Please note that this question has some opinion to it as one person may find it necessary and another person may not. Because of this, I will give some facts about it so you can make your own opinion and answer the question for yourself.

  • No.9066 was an executive order that removed of all people deemed a threat to national security from the West Coat to "relocation centers" further inland.
  • This resulted in the "incarceration" of Japanese Americans.
  • On December 7 of 1941, the Empire of Japan attacked Pearl Harbor Naval Base in Hawaii. This attack caused a lot of fear about West Coast national security.
  • Many of the people forced out were Japanese Americans that were full United States citizens.
  • Men, women, and children were all "kicked out" of the States.

The information in this answer was restated from www.archives.gov.
