y - 4 = 1/3 (x + 2)

3 y - 12 = x + 2

3y = x + 14

y = x / 3 + 14 / 3

Using y = m x + b as the equation for a standard line

We see that equation represents a line with slope of 1/3

When x = 0 the y-intercept is 14 /3
