Even though the Emancipation Proclamation proclaimed slaves to be free, explain the meaning behind Juneteenth?

Answer:

After the Proclamation many southern states began freeing their slaves. Texas was the most western slave state and news either didn't reach the slaves and the state government, or they just didn't care.

On June 19, 1865 Union soldiers went to Galveston, Texas and told them what's up. The approximately 250,000 slaves were freed.
