Fraction: 6/10 Decimal: 0.6

Explanation:

There are 100 blocks and 60 are shaded. If you take the last zero off of both numbers you get 6 and 10. The larger number is the denominator because the denominator is always larger otherwise its an improper fraction. That leaves the 6 as the numerator so there is your fraction. Next, just convert it into a decimal as you're done!

60/100 / 60 are shaded out of the hundred. Simplified would be 3/5. The decimal would be 0.6.
