John Adams believed a few wealthy, educated people should make most decisions about government policies. In the election of 1796 he received votes from wealthy merchants rather than farmers.
I don't agree because Adams wanted to avoid conflict. However, in 1788, to inform the population about the ideas in the Constitution, two opposing groups, Federalists and Anti-Federalists, presented their views to the public. Factions had already taken hold in the new country.
The Federalist Party was made up of a small group of wealthy, educated men who made all policy decisions among themselves. Today's two major political parties are mass-based. They include people from the whole US population.
