y=2/3x-11/3

Explanation:

line is parallel so the gradient will be the same ( m=2/3)

using the point (4,-1)

y=2/3x+c

-1=2/3*4+c

-1=8/3+c

c= -11/3

equation ---> y=2/3x-11/3
