The steps as for drawing a random sample as stated in Sampling Theory textbook by Shalabh, IIT Kanpur are;

1) Specify the population from which the sample is to be drawn by numbering each unit

2) From the random number table, arbitrarily select a number and read the selected number

3) From the population the unit that has the corresponding serial number with the selected random number

4) If a selected random number is repeated, ignore the number when performing Simple Random Sampling Without Replacement SRSWOR

5) Continue the process until the 20 units in the sample are selected
