Explanation:

100% = 5

how many percent are 2 of of these 5 ?

2 = 2/5 × 5 = 2/5 × 100% = 40%

all the other seeds are then the rest of 100%.

100% - 40% = 60%

=>

60% of the seeds did not germinate.

but 40% did.
