If a nation is rich in resources then it can be developed because if an economy or a country should have enough resources they can export to countries that needs them and they can use the money for the benefit of the country or nation and with that they can develop the nation with good infrastructures and other available resources provided.

It has commercial deposits of gold, diamonds, cobalt, uranium and oil, which should make it one of the richest countries in the world. Yet it is so unstable that people are afraid to invest there. And this at a time when commodities are about to explode in price to the upside.
