b is the value of the y-intercept which is -2 on the graph.

Now we have y=mx-2

to find m we must find the slope. To find the slope we have to count how many units up/down and right/left it is to the next point.

The next point is (4, 1) which is 3 up and 4 right from the y intercept.

This means our slope is
(3)/(4) and now we can sub it in

y=
(3)/(4) x-2
