2x - y = 4

Put into slope-intercept form
-y = -2x + 4
y = 2x + 4

The slope is 2/1 so a line perpendicular to it has the slope -1/2

Use point/slope form and (-5,1)
y - y1 = m(x - x1)
y - 1 = -1/2(x + 5)
y - 1 = -1/2x - 5/2
y = -1/2x - 3/2 :)
