(x + 3)^2 + (y + 5)^2 = 4^2

Explanation:

equation of a circle: (x - h)^2 + (y - k)^2 = r^2

(h,k) is the center and r is the radius

the center of this circle is (-3, -5) and the radius is 4

plug the numbers in

(x + 3)^2 + (y + 5)^2 = 4^2
