The container holds 9 quarts and she wants only 2/3 of the way. 2/3 of the way is the same thing as 2/3 of 9.

`(2)/(3) *9=6`

Thus Lauren needs to fill 6 quarts of the 9 quarts to get to the 2/3 of the way.
