-2/3n is less than/equal to 16
Multiply both sides by 3
-2n is less than/equal to 48
Divide both sides by -2, which changes the sign of the inequality from less than/equal to greater than/equal to, because you are dividing by a negative number
n is greater than/equal to -24

So your 3 options are:
n is greater than or equal to -24

The circle is closed because it covers/includes -24

The arrow points right, because the first bunch of numbers greater than -24 are approaching zero.
