Given

The ratio of goldfish to gallons of water is 7:2

If there is 16 gallons of water. For x goldfish, We can write


\Rightarrow (7)/(2)=(x)/(16)\\\\\Rightarrow x=7*8\\\Rightarrow x=56

If there are 28 fish, for y gallons of water we can write


\Rightarrow (7)/(2)=(28)/(y)\\\\\Rightarrow y=2* 4\\\Rightarrow y=8\ \text{gallons}
